Description of the problem being solved:
Adding support for the drenched mods, which increase shock chance and freeze build up on enemies. I originally had a configOption for Drenched but I figure if you're using Thunderstorm, the enemy is always drenched. Creating it as a buff so it's always active, I considered it as a debuff but the more shock chance was being ignored on Lightning Bolt.
